Membership and terms of reference
The UKRLG brings local and national government from across the UK to:
- develop and promulgate best practice on technical, financial, administrative and operational matters relating to the sustainable construction, maintenance, availability, safety and use of highways, taking into account the different circumstances that may arise in the four UK countries and in urban and rural areas;
- progress initiatives to further the uptake of such best practice;
- be a source of advice on the development of highways engineering and maintenance policy to national governments, local authorities and professional bodies across the UK on best practice and priorities for research within the wider transport picture.
The UKRLG is chaired by Bob Linnard, head of the Department for Transport's Regional and Local Transport Policy Directorate.

As primarily an advisory body, UKRLG aims to operate by consensus. Where there is no consensus (other than on a matter specific to only one nation of the UK), a simple show of hands may be taken at the discretion of the chair. Where there is no consensus on a matter specific to only one nation of the UK, it should be for the appropriate national authority to take the issue to another forum.
DfT's RLTSF Division provides a secretariat for the UKRLG and the UK Roads, Bridges and Lighting Boards. DfT’s TM Division provides a secretariat for the UK Traffic Management Board. The former secretariat includes the UKRLG’s research manager.
