SCANNER Specification 2006
The revised SCANNER specification for surveys in 2006/07 was prepared by the Halcrow Group on behalf of the UK Roads Board and published in July 2006. It incorporates a number of minor changes, based on experience in 2005/06.
Volume 1 - Advice to local authorities. Strengthening advice on survey procurement. Adding Instructions for Tenderers to the Model Contract Document in Annex B. It is available here.
Volume 2 - Specification for Services. Removing Annex A and Annex B to a new volume 6. Incorporating the requirement for national governments to have direct access to the survey data for statistical monitoring purposes. Clarifying requirements for location referencing.; Revising the wording of a number of sections. It is available here.
Volume 3 - Acceptance and Consistency Testing. Incorporating the requirements for consistency testing as part of the acceptance testing and accreditation process. Removing 'acceptance' throughout and referring only to 'accreditation', to simplify the document. Revising wording for OSGR requirements, longitudinal profile variance requirements and acceptance criteria. It is available here.
Volume 4 - QA and Audit. Minor amendments based on practical experience of carrying out QA and audit. It is available here.
Volume 5 - Further Technical Guidance. Incorporating brief technical advice on the SCANNER Road Condition Indicator. It is available here.
Volume 6 - Survey Parameters and Data File Formats. It is available here. Produced in three sections: definitions of the derived parameters; the Machine Survey Pre-processor (MSP); and data file formats.
